    What Took So Long ?

    The proposed law that would require conduit, manholes and pull tape on all Federally financed highway construction is an example of Broadband policy at it’s best, as long as equal access is provided for competitive carriers and equal access. It might take twenty years or more for the impact to be felt, but there could be no better investment – and in the scope of the projects overall, a trivial marginal addition to the project overall.

    This is the test of net neutrality at the physical level – and it’s going to be a bit more difficult than insuring equal treatment of packets, absense of throttling and other issues found higher in the stack. The scarcity of physical connections could be leveled through mandatory access and peering. Those arrangements can be made up front, and the benefit would be substantial.

    Let’s hope that this gets the Senate equivalent put forward and passed. Soon. And while you are at it, put a bike path in as well. You will thank me later.
